Billing codes are short cuts for regularly used invoice items. These are set up in Admin->Setup->Billing Items. The information defined in the Billing Code is copied into the Invoice Item. Even if the fields have been completed from a "Billing Code" the values can be overtyped if required. This would be the case, for example, when prescription items are dispensed which may vary in value for every invoice.
